SouthPark Apartment Tower Request Heads to a Charlotte Rezoning Hearing Oct. 19, Along With Five Other Petitions
Mid-America Apartments is asking to rezone 3.65 acres on Fairview Road for up to 275 apartments and ground floor retail, up to 120 feet tall. Here is what is on the Oct. 19 hearing list and how to speak.

Charlotte City Council holds rezoning public hearings on Monday, Oct. 19, and the most visible request on the list is in SouthPark: Mid-America Apartments wants to rezone about 3.65 acres along Fairview Road for up to 275 apartments and ground floor shops in a building that could rise as high as 120 feet.
A public hearing is not a vote. It is the night residents and petitioners make their case before the Zoning Committee reviews each request and council decides at a later meeting. Here is what is on the agenda and how to weigh in.
The SouthPark request
Petition 2026-050 from Mid-America Apartments, L.P. covers about 3.65 acres south of Fairview Road, east of Cameron Valley Parkway, and north of Garden Terrace Court. The city's petition page lists the address as 6920 Fairview Road, while the revised site plan lists 6911 Phillips Place Court. (petition page)
The request would change the zoning from MUDD-O SPA to RAC(CD). RAC is one of Charlotte's Regional Activity Center districts, and "CD" means conditional: the owner is bound to the site plan and written conditions it submits. (hearing notice)
The revised site plan, dated Sept. 14, 2026, calls for: (revised site plan)
- Up to 275 multifamily units in one main building.
- Up to 15,000 square feet of nonresidential space, on the ground floor only.
- A building height of at least 40 feet and no more than 120 feet.
- A minimum 8 foot planting strip and a minimum 12 foot multiuse path along Fairview Road.
- Right of way set aside along Fairview Road to 44 feet from the centerline.
- A 15 foot easement for a possible future Mecklenburg County trail from the northeast corner of the site to Fairview Road. The county would build and maintain any trail.
The site plan does not include an affordable housing commitment. City staff have not yet posted their analysis of this petition, and the city's page still lists its status as pending.
Everything else on the Oct. 19 list
The city's second week legal notice lists six petitions for the hearing: (hearing notice)
- 2026-042, Arrowood. Eminent Investments wants about 5.46 acres at 1525 W. Arrowood Road rezoned from O-2(CD) to N2-B(CD) for up to 153 apartments by converting an extended stay hotel into two residential buildings. (petition, site plan)
- 2026-027, Wilkinson Boulevard near the airport. C4 Investments wants about 39.41 acres along Josh Birmingham Parkway rezoned for retail, restaurant, and service uses, with residential uses prohibited. City staff wrote that they do not recommend approval "in its current form," though that analysis came before the petitioner's latest site plan revision. (petition, staff analysis)
- 2024-143, Remount Road. Panorama Development's request for about 11.20 acres near Remount and Berryhill roads, from industrial zoning to CAC-1(CD), returns after several deferrals. Staff did not recommend approval in its earlier analysis. (petition)
- 2026-030, West Boulevard. A 0.15 acre vacant lot, from CG to N1-E. Staff recommend approval. (petition, staff analysis)
- 2026-034, Harrisburg Road near I-485. Sam's Mart wants about 7.60 acres rezoned to ML-1(CD) for a single billboard, with most of the land kept as tree save. Staff do not recommend approval. (petition, staff analysis)
A seventh petition, 2026-016 on Edgehill Road South near Queens Road, appeared in the first October notice but not the second, so check the final agenda to see whether it is heard Oct. 19.
When, where, and how to speak
The hearings start at 5 p.m. at the Charlotte Mecklenburg Government Center, 600 E. Fourth St. in Uptown, and the meeting may recess at 10 p.m. It will also stream on the city's Government Channel. (hearing notice)
To speak, sign up with the City Clerk's office online or at 704-336-2248 by 1 p.m. on the day of the meeting. When opponents sign up, the petitioner and the opposition each get 10 minutes. You can also send written comments to the Clerk or council members for the record. (how to get involved, speaking at council)
What happens next
After the hearing, each petition goes to the Zoning Committee for a recommendation and then back to council for a decision. Under the city's published 2026 schedule, the next Zoning Committee meeting is Nov. 4 and the next council decision meeting is Nov. 16, but none of these petitions has a confirmed decision date yet. A petitioner can also change its plan or ask for a deferral before then.
The official agenda for Oct. 19 had not been posted when we checked, so confirm the final list on the city's council meeting calendar before you go.
